LACSlink (Locatable Address Conversion System) service provides addresses that have been changed by local governments to conform to the requirements of 911 emergency systems.
LACSlink contains approximately 5 million addresses that have been converted from rural-style (route and box number) addresses into their new format of city-style (street and number) addresses.
Because the residents do not actually move when they receive a new address, change of address forms are not filed.
LACSlink reduces undeliverable mail by providing the most current address information for matches made to the LACSlink file.
LACSlink also includes renamed and renumbered existing city-style addresses.
Since the mid 1980s, the 911 emergency response system has meant the conversion of rural route-style addresses to city-style street names across America. 911 automatically associates a physical address with the telephone number from which an emergency call is made to police, fire or ambulance, so that the authorities can respond faster. This provided mailers with an automated method of obtaining new address information when a 911 conversion occurred. This "LINK" technology maintains the privacy and security of the data while allowing mailers easy access when they have an outdated address that needs to be converted. Mailers can only obtain the new address if they already possess the old address.
Addresses are passed into LACSlink processing when:
The address is found in the ZIP + 4 directory.
The address was flagged as a LACSlink convertible record within the ZIP + 4 directory.
The address is found in the ZIP + 4 directory.
Rural route or highway contract default assignment was made, but the record wasn't flagged as LACSlink convertible.
The address is not found in the ZIP + 4 directory, but the record contains enough information to be sent into LACSlink.
Identifies addresses that have undergone a change to facilitate 911 Emergency Systems.
Substitutes the converted street version of the address
Converts “route and box” addresses to “house number and street name” addresses to facilitate 911 emergency service calls.

After a certain amount of time the rural route address for a converted address will no longer be delivered by the USPS.
